As a result of what has been called the Triangular Revolt, President Bustamante was overthrown in 1841, and officially surrendered power through the Estanzuela Accords on October 6, 1841. A military junta was formed which wrote the Bases of Tacubaya, a plan which swept away the entire structure of government, except the judiciary, and also called for elections for a new constituent congress meant to write a new constitution. Santa Anna then convinced the other rebels he should be placed at the head of a provisional government. This decree sets forth Santa Anna’s new government structure, including for the Californias and Texas. The basis for the new congress is to be on population, of which Texas had the smallest population of any of the states at 27,800 according to this decree. The newly elected congress, however was strongly federalist and not to the government’s liking and it was subsequently dissolved at the end of 1842. A new government appointed a Council of Notables The council lasted six months, during which time the Bases de Tacubaya  had force as a provisional constitution. The executive would continue to function as it previously had. Another decree on December 23 declared that the Council of Notables would call itself the national legislature, and the eighty men who were to make it up were finally named. (Source: Wikipedia)
